Forge Project Cleanup

Review and modernize the Forge Project system: replace the Erik_Todo system with a todos group, remove the WIP system, ensure agents communicate via standard work-products, verify compliance of project bots with Knowledge documents, and align the project flow with the Forge Charter.

Key Outcomes

• Erik_Todo → todos tool group: All active instructional references to Erik_Todo.md and Agent_Todo.md flat-file workflows have been replaced with the todos tool group across Knowledge, Skills, Guides, and bot prompts.
• WIP system removed: All WIP files, templates, and active WIP instructions have been removed from the project workflow. Recovery now uses Phase files, Execute_State, durable work-products, persisted conversations, and git status. Stale WIP references in Project_Create/SKILL.md and Forge/Output/README.md cleaned in Plan 4.
• Work-product communication enforced: All four project bot prompts now include work-product communication rules, standard handoff packets, and phase ownership.
• Bot prompt compliance verified: All four project bots (runner, thinker, worker, evaluator) are compliant with canonical Knowledge. Compliance audit documented in the Bot Prompt Inventory.
• Charter alignment verified: 25/29 Charter principles fully compliant; 4 partial items documented with out-of-scope rationale; 0 violations.
• Infrastructure inventory complete: Full inventory of all project-system components (8 categories) with verification evidence (VE-1 through VE-9).
• Final acceptance verified: All 8 acceptance criteria from Spec §14 pass — the project system is fully updated for the uvilo-mono environment.
• Human gates user-configurable: Gate options, defaults, and enforcement documented in Spec and project-runner prompt.
• Project naming convention enforced: {Department}/{ProjectShortName} convention documented and enforced at creation time.
• Ambiguities resolved: 8 ambiguities encountered across Plans 1-4; all resolved; 0 pending user decisions.
